2003-04 Football League Cup veya sponsorluk anlaşması gereğince Carling Cup, EFL Cup tarihinin 44. turnuvası olarak 2003-04 sezonunda düzenlenen futbol turnuvası. 92 takımın mücadele ettiği organizasyon, 12 Ağustos 2003'teki birinci tur maçlarıyla başladı ve 29 Şubat 2004'te, Milenyum Stadyumu'nda oynanan finalle sona erdi. Finalde karşılaştığı Bolton Wanderers'ı 2-1'lik skorla yenen Middlesbrough, turnuva tarihindeki üçüncü finalinde ilk şampiyonluğunu elde etti. Bolton Wanderers ise ikinci finalinden de mağlubiyetle ayrılmıştı.
